There are strong demographics here who are afraid of russia, unwilling to make any sacrifices in their way of life, unwilling to be in any way involved in matters of confrontation or even war. The vulgar pacifists of the left and the close-minded egoists of the right align to not get involved in ukraine. And there is a large demographic that thinks we should help, but it doesn't care in the way it should. Because it dislikes military matters and doesn't understand them, and doesn't feel comfortable demanding military aid in stronger terms.
In the end, the best I can say about germany is - it is not truly malicious, it would not try to align with russia or go against the western alliance. It's just a mixture of ignorant and paralyzed. It hopes everything will go away if we do nothing - that's specifically what Scholz does but also what germany as a whole does.
The vast majority of Germans are strongly in favor of more military aid and wanted to send tanks from day 1.
Granted, the latter is mostly because they don't understand the logistical trail of just throwing western tanks in there, but the point is that their lack of understanding clearly doesn't hinder their enthusiasm.
It's also a large reason why SPD, which won the last election with 26% or so is currently polling around 15.
And then where are the demonstrations? Where are the calls for Scholz to retire? Where are the strongly worded articles in newspapers, or statements from politicians? There are none. Opinions are not enough, there have to be actions. The ukrainian war is a monumentally important event for the future of europe, and germany is failing it. Ukraine can be lucky there are states like the US, or britain, or poland, because relying on the rest of europe would see them long since occupied.

I’d structure it so the EU Army is English speaking only. Anyone from Europe is free to join but each nation retains it’s own military in a sort of national guard system like the United States.

Such as France and Germany being slow and reluctant to act sending the most basic things if anything until very late on in the conflict, compared with the Eastern/Baltic and Nordic countries taking a much stronger and more aggressive stance against Russia.

No EU army without an EU state. The EU comission does not have any legitimacy to control an army. The european parliament doesn't have enough either. Make a coalition of the willing in europe and form a true state with a single government and a two chamber system. And a lot of local autonomy - states also have a national guard.
Equipment will be bought from the best supplier, with ZERO considerations where it was designed or will br built. The local entity pays back all the tax money and a given, previously agreed extra sum to the central government.
If a monopoly structure begins to form, other companies receive "development orders" where they develop gear without actually having to build it in numbers. This keeps the big suppliers on track. National guards can also be made to order from those secondaries, preferably from their area. So for example, the EU army would get german IFVs and tanks, but some national guards get french or scandinavian ones. National guards would be purely for local defense, so there's no big maintenance and logistics problem caused by different vehicles.
In total, the EU state should have:
-At least one first rate and one second rate aircraft supplier. Thinking of an expanded dassault and a airbus-saab joint venture here, respectively. So for example FCAS would be all french, but airbus and saab would make a second rate plane in case Dassault fricks up. Both would make a variety of drones (much simpler than true next gen fighters).
-At least one first rate and one second rate armored vehicle supplier. EU currently actually has three first rates, with Nexter, KMW and Rheinmetall. If Nexter and KMW truly fused, we would have two and let them battle it out who becomes which. Armored vehicles below tanks are actually comparably simple and several other manufacturers could survive as well.
-I don't know about structures in military ship building, but similar logic could apply. The EU should maintain two carriers and suitable blue and brown water navies, but nothing excessive. Noone has the will to reach parity with america and noone has the will to do adventures in east asia, so leave it at that.
-The EU will be a nuclear power. Both central army and national guards (if they so wish) can maintain nukes. For example, if poland were ever to join (just kidding) the polish national guard would get nukes so they won't fear being sacrificed by a german-french government. Full nuclear triad with world wide reach.
-Most other equipment is small fish and production should be geographically distributed. For some stuff, one could imagine several companies producing the same stuff - for example, an FN-designed rifle would be chosen but HK, Beretta and CZ also produce batches of those rifles.

As military equipment gets more expensive to develop and produce, you'll see more shared programs as the European (and western) military industry continues to integrate. But still, it would be necessary to decide how the budget is allocated for R&D and production (for example, is it all pooled together and then spent at the EU level or is it spent at the national level in binding procurements programs like with PESCO/OCCAR?). A method to share funds and production facilities in a more equal manner would be to follow the same structure ESA uses (as in, country X invests Y amount of euros into an ESA program, then ESA will buy equipment worth Y amount from manufacturers in that country).

It's vastly superior to both alternatives - collective protectionism that impoverishes and weakens everyone, or obscure trade deals with courts even less transparent and democratic than we have now.

No EU army without an EU state. The EU comission does not have any legitimacy to control an army. The european parliament doesn't have enough either. Make a coalition of the willing in europe and form a true state with a single government and a two chamber system. And a lot of local autonomy - states also have a national guard.
Equipment will be bought from the best supplier, with ZERO considerations where it was designed or will br built. The local entity pays back all the tax money and a given, previously agreed extra sum to the central government.
If a monopoly structure begins to form, other companies receive "development orders" where they develop gear without actually having to build it in numbers. This keeps the big suppliers on track. National guards can also be made to order from those secondaries, preferably from their area. So for example, the EU army would get german IFVs and tanks, but some national guards get french or scandinavian ones. National guards would be purely for local defense, so there's no big maintenance and logistics problem caused by different vehicles.
In total, the EU state should have:
-At least one first rate and one second rate aircraft supplier. Thinking of an expanded dassault and a airbus-saab joint venture here, respectively. So for example FCAS would be all french, but airbus and saab would make a second rate plane in case Dassault fricks up. Both would make a variety of drones (much simpler than true next gen fighters).
-At least one first rate and one second rate armored vehicle supplier. EU currently actually has three first rates, with Nexter, KMW and Rheinmetall. If Nexter and KMW truly fused, we would have two and let them battle it out who becomes which. Armored vehicles below tanks are actually comparably simple and several other manufacturers could survive as well.
-I don't know about structures in military ship building, but similar logic could apply. The EU should maintain two carriers and suitable blue and brown water navies, but nothing excessive. Noone has the will to reach parity with america and noone has the will to do adventures in east asia, so leave it at that.
-The EU will be a nuclear power. Both central army and national guards (if they so wish) can maintain nukes. For example, if poland were ever to join (just kidding) the polish national guard would get nukes so they won't fear being sacrificed by a german-french government. Full nuclear triad with world wide reach.
-Most other equipment is small fish and production should be geographically distributed. For some stuff, one could imagine several companies producing the same stuff - for example, an FN-designed rifle would be chosen but HK, Beretta and CZ also produce batches of those rifles.
Isn't the CV90 quite old at this point (same for the Leopard actually)? A more modern vehicle would be more future-proof.
Realistically you'd have two different phases in the creation of an EU army (not necessarily one after the other, but they may progress at different speeds):

Would some areas of the military be under this centralised command (like for example the tanker fleet - European Air Transport Command - the navy, a military satellite network, strategic weapons), while others are under national control?

Somewhat already in place, thanks to NATO/OCCAR/PESCO. As military equipment gets more expensive to develop and produce, you'll see more shared programs as the European (and western) military industry continues to integrate. But still, it would be necessary to decide how the budget is allocated for R&D and production (for example, is it all pooled together and then spent at the EU level or is it spent at the national level in binding procurements programs like with PESCO/OCCAR?). A method to share funds and production facilities in a more equal manner would be to follow the same structure ESA uses (as in, country X invests Y amount of euros into an ESA program, then ESA will buy equipment worth Y amount from manufacturers in that country).
This should be the standard uniform pattern
