            Initial Operational Capability. It basically means the program meets the basic requirements set out by the DoD for whatever it is that program is doing. They field it, test it, and refine if needed before moving the program into Full Operational Capability. Just means that it is almost ready for production, and implementation into the forces. Though, you could have easily israelitegled this.

                No it doesn't. Satellite "aided". Not guided. Can be fired without satellite aiding. Results in 10 meter CEP. With a 10 digit mensurated grid results in 1 meter CEP.

        Given the range of the missile the only real advantage HIMARS offers over M270 is lower logistical footprint and air mobility in smaller planes. The ground mobility part is doesnt really matter.

    It's all about information, if you think about it, if you don't care at all about collateral damage, a grid deleter strike is just as a good as a precision strike, but you need good timely information about targets to be effective.

      Yeag its the gps guided missiles that make it into a monster, its just that M31 GMLRS is a but of a mouthful whole HIMARS is easy to say.

      Also the HIMARS is the thing that people actually see. Which in media is a lot more important than 'akchuallee its the missile that it carries that is making the difference'

          HIMARS is the latest and greatest. If Big Army and the Marines had their way, they would do away with MLRS even though it is a more capable and sustainable system for Combined Arms Operations. The major selling points for HIMARS are air mobility and cost and therefore it is being pushed by the press that are being fed helpful information by the weapons industry and the DoD. Guaranteed that there is a money and budgeting connection to the hype.
          Also, my understanding is the M270s they received are export versions and don't have the latest and greatest in fire control. I think the HIMARS they received are pretty much up to date. I'd also be willing to bet that there's a heavy amount of direct American involvement in Fire Direction, Targeting and actual operations of the HIMARS systems in country.

    Well for starters it was developed on the assumption that the US would fight a bunch of insurgencies and third world dictators, that could place their military equipment in populated areas, so when those got bombed and civilians died, the dictator could go : "look at the evil Americans murdering innocents". So the accuracy requirement for the missile is pretty damn high.
    Then you put that on a truck that can go pretty fast and pretty far. So for one it means you can avoid counter battery fire, by just fricking off after firing and a HIMARS that has a fire mission in Kherson, can be on the other end of the front and be active there by the end of the day
