I ran a basic salt rifle build and shat all over him on my first playthrough. He's a bad boss fight because he's slow and easily evaded with weak scaling. CDPR knew this to some extent or they wouldn't have put adds in the fight.
The problem is some people are moronic anon. What I would support is mods that would fix him but that isn't happening soon.
not enough interaction. You see him in the heist, then the next time is back at arasake when you kill him. There was no opportunity to build him up and let him devolpe as a threat.

That's because it was on a bolt-action rifle, which can already have a super nice trigger. All it had going for it was a reduction in lock time, which was a massive improvement on something that did not need a massive improvement.
A bullpup semi-auto would stand to gain much more.

Bullpups are one of the few things that make sense to be electrically primed.
No they tried it as Metal Storm originally by an Aussie company back in the 2000s. They had a bunch of multi projectile launch weapons with electronic activation. Long story short they couldnt get anyone to use it due to it being massively overkill and a huge waste of ammunition. I think they folded about 10 years ago and some US company owns the IP and are working with the US Defence Department to get it more practical.
Metalstorm was moronic for a whole slew of other reasons. Electrically primed ammunition is in use right now on some autocannons like the M61. It's just the use in small arms that hasn't taken off.

As it turns out, arcing 100K bullets at a target a mile away in 6 seconds is pretty cool, but a mortar team achieves much greater effect any day of the week with a weapon 1 trillion times less complicated. The pistol is a cool idea, but a Glock 18 will fill the role of a handgun and a PDW much better. The 3 round grenade launcher design was cool, but that's why the M32 exists.
