The spanish navy puts actual jets (namely Harriers) on theirs. That's why they designed it with a ramp. The turks haven't been able to get jets that can actually use theirs, because they decided to buy S400 and NATO didn't like that, so they're coping by puting choppers in theirs. A tradition they ironically also copied from Spain, as before the transition to democracy, Franco also coped by putting choppers on an "aircraft carrier" lmao.
They take a lot of energy, so you have to refuel at sea more or fly less. You have to design a ship with that machinery space, so the ship is larger. They take a little more space on the deck than a STOVL fighter with a ramp needs so you also need a large enough carrier. Because you'll be landing with arrestor wires, you should angle the flight deck so that you actually have space to park planes, take off planes, and land planes, so that'll be a yet larger carrier (you don't want to land a big AEW or transport plane but then snap the wires on a non-angled deck). You have to design air planes that can withstand the catapult launches and arrested landings. You also then have to actually go buy other planes like AEW planes cause you've already spent so much money that it'd be wasteful to not spend a little more in order to get so much more capability.
After you've done all that, you've spent like four or five times as much money, assuming you're as skilled at making a super carrier and CATOBAR airwing on your first try as you are at making a ramp carrier and STOVL airwing.

They look stupid and they severely limit planes and payloads you can launch. It's also kind of embarassing as a country to give up on a better technology because it's hard. Lightbulbs were hard to figure out, but that doesn't mean it's reasonable to light your home with candles forever. From practical perspective though, the United States is really the only country capable of developing something like EMALS domestically, so your options are to buy from the U.S. like France, or fail to develop your own CATOBAR system, run out of money, give up, and go back to ramps like England.
The limitation on what planes you can use is also just not that big a deal for most countries. If you have light planes, that's really all you're likely planing to use on a carrier, with the obvious exceptions of any actual superpower wishing to play world police (which is only USA and arguably China... note that I say WISH, not SUCCEED, if it was the second just the USA lmao.)

This past july, I was in Istanbul, since my ship was visiting it for it's foundation anniversary. We were invited to the Turkish Naval Academy. The school seems large enough, and most of their cadets were pretty fluent in english (They were plebes turning second graders though) The tech seemed kinda old tbh, the classrooms, navigation simulator and laboratories had really old mid 2000-early 2010's computers. Their guards were armed with MP5's, HK G3's and FN FAL's.
It didn't seem to me as they were that strong for an european/asian nation, however, we were coming from the UK and we had a chance to see the RN up close, and the technological differences were abysmal.
Of course, coming from fricking Latin America, the Turkish navy didn't seem quite bad at all, better than most of the south american countries and naval academies we visited afterwards
I should add the context that I'm studying in a naval academy myself and we were doing an instruction cruise in a tallship.
We invited them to the ship after our visit to their academy, and we ended up getting them all drunk. Challenge coin, patches, badges and pin exchange was really fun.
The fact that they got submarines, a carrier and a large ammount of patrol frigates makes them quite a serious navy despite not being the strongest, backed up by a lot of history.
