Socioeconomic sector A starts at 12,600 soles which is around 3300 dollars, while this may not look like much, even in Lima this should be enough to get a 10x10m cozy apartment for 800-1000 dollars in Miraflores for and enough bucks left to buy all the assorted commodities and electronics along with usual insurances and daily expenditures, or alternatively you can buy an apartment, depending on what district is it you can get a far larger department, but neighbor quality may quickly degrade as noise, trash and people with lack of education (eg, set up a noisy metalwork shop) start to appear, the core districts are relatively safe on that regard, with municipal management sending watchmen and police to "inform" you are disrupting public peace, but the periphery doesn't have that advantage and you may require to be on alert and endure more nuisances.

In Peru is ensuring the presence of the state over our territory.
Peru's population distribution makes it so, a third of the population is crowded in Lima which for the most part has an already overworked police force and a not too brilliant judiciary system along with all the usual amenities and shortcomings of a developing megalopolis. most of our other major cities are quite similar on this regard, and then you have over a million square kilometers with small pockets of rural and little town population, we use our armed forces to give coverage to these outposts of human existence and too often the armed forces are the only representatives of the central government.
So, basically Afghanistan, if Afghanistan had an actual national identity forged during 200 years instead of just tribal grudges, Islamism and poppy and Kabul was capable to tell the adjacent territories how it is going to be and you better obey or else..., while of course offering some real civilization perks in exchange, you know, medical supplies, democratic and legal institutions, a real semblance of security, internet, mobile phones, electric generators, processed foods, etc.
In most of Latin America is more or less the same, is it ideal? I bet you not, but it's the best we could come with given our own regional circumstances.
Oh, did I mention our climate sucks too and we are in the Ring of Fire?
When I visited my in laws in Lima it seems like its a completely different country when compared to the rest of the country. Miraflores was pretty decent
The core districts of Lima (Miraflores, San Isidro, San Borja, La Molina, Jesus Maria, etc) are for the most part what you will expect in a developed country with crystal skyscrapers, parks and overall well constructed and maintained infrastructure, the municipalities are often low on corruption and boost solid management, there are some neighbors in those districts which aren't that nice but are still ok, all these districts are what we call "Lima Clásica", populated by rich and upper middle class
Then there is the districts such as Ate, Santa Anita, Villa el Salvador, Sand Juan de Lurigancho, they have mid and lower middle class as well as what we call emerging classes, the municipalities there are not as efficient and there are prone to some corruption, but they can still make for enough infrastructure and security to make life bearable, and for the most part no one will die of hunger.
Then there are the "problematic" districts, places such El Agustino, San Martin and Comas and the shanty towns, when people think about South American cities these are the places they are thinking about, if you want to be generous let's just say they are going through the same process the US cities of the eastern cost went in the late 18th and early 19th century, with high levels of immigration, municipal management still being run like a mafia etc. They still won't die out of hunger thanks to, eh, an strong informal market, but often they are the ones suffering the most when a crisis happens, for example a lot of people died from COVID there because you got 2 to 4 families living in the same building and having to go to markets due not having freezers, yeah, also no water, they have to buy it from tanker trucks, you have to admire how despite this most of this people still manage to look relatively clean.
So, what does this has to do with the military?
Well, as you can imagine there is a certain reflection of the social hierarchy in the armed forces, you get HQ from Lima Clasica, the mid ranks from the emergent districts and the rank and file of soldiers from the outer periphery, that is not to say the system is fixed, for example my grandfather came from provinces and lived in the problematic parts of the city, yet he retired as a general.
In Peru, even more than in other places, the armed forces are seen as a way to climb the socioeconomic ladder, also, being the most coherent institution it of course has taken control over the country a few times, depending on one's luck you could have a more or less smart guy who will invest in infrastructure if only to get some dirty cash or you could end up with some nut who had no fricking idea what he was doing.
Of late the armed forces have tried to avoid getting into politics, something which has allowed them to remain with a comparatively high level of credibility if national polls are any indication, they have supported the rule of democracy, but from time to time you could still hear some people wishing they were unleashed upon criminal organizations, common thugs and/or the more radical elements of our political class (in Peru sometimes is too hard to see the difference, we are a wet's dream for crime journalists) and "clean house" in a way which will annoy the CIDH to no end.

What's the average income like to be considered upper middle class there?
Socioeconomic sector A starts at 12,600 soles which is around 3300 dollars, while this may not look like much, even in Lima this should be enough to get a 10x10m cozy apartment for 800-1000 dollars in Miraflores for and enough bucks left to buy all the assorted commodities and electronics along with usual insurances and daily expenditures, or alternatively you can buy an apartment, depending on what district is it you can get a far larger department, but neighbor quality may quickly degrade as noise, trash and people with lack of education (eg, set up a noisy metalwork shop) start to appear, the core districts are relatively safe on that regard, with municipal management sending watchmen and police to "inform" you are disrupting public peace, but the periphery doesn't have that advantage and you may require to be on alert and endure more nuisances.
In general terms life in the provinces of Peru are cheaper, although of course work opportunities are not that lucrative for the rank and file and local management are not nearly as efficient as Lima's core districts, your best shot is often to work for a major company, start some (informal) business and not to be too picky with your own family, you will find often families make pools to buy assets or build up apartments, houses sometimes start with 1 or 2 floors and end up with 3 to 5, each one occupied by a branch of family, given economic conditions and our bank system history (we got a dumbasses printing money without backup in the name of social justice) this isn't seen as bad as in, say, USA, and considering how real estate is evolving I guess it's already becoming the new standard, which funnily enough was how family and real estate worked before 20th century economic booms.
Back on the talk of defense this whole story means any invading force will have a horribly complicated task holding Lima.
