For maximum political value it would make sense to start it before victory day. If you start it on the same day putin can just make whatever speech he was planning on making because most people won’t really know how it’s going yet anyway. Using nukes has a very high political cost, they decided to pay the cost of mobilization instead (and are seemingly preparing to do so again) so unless things on the ground change dramatically I don't see Russian nukes anytime soon
