I like to make a different argument for 9mm PCCs. 9mm is everywhere. Body armor is far less common. If something caused a breakdown and we entered a long term shtf with food raiders being common, most won't have body armor and 9mm out of a tiny rifle with an 8 ish inch barrel will wreck food raiders just fine. The same super common 9mm you can get for less in a barter than 223. You could use it for pistols, but you're going to have less hit potential with less velocity using up ammo which is a precious resource. Being already invested in a Scorpion or MP5 clone before shtf means you have something adequate to the task of deterring unprepared shit heads that takes the strain off of rifle ammo consumption, or acts as a fallback or pdw option to equip a friendly.
