            The issue with "practicality" in the gun world is that a significant amount of people who talk about it don't actually fully understand why what they're talking about is practical, only that such and such authority (military, police, their favorite eceleb, etc.) considers it to be practical, therefore it is.

              Practicality in the gun world is a loaded term (no pun intended) because nothing exists in a vacuum. Most folks will opt for the 9mm, or if they're just plinking, for a .22LR. There just isn't a lot of demand for a big .380. Hi-Point still makes a carbine, not sure how many they sell. I bet they sell a lot more in 9mm and even 10mm.

        9mm recoil out of a blowback PCC is more harsh than 556 out of a similar sized weapon, though it's not about being too much, it's a matter of priority. 30 rounds of good enough that allows you to get back on target faster or 30 rounds of slightly more powerful at the cost of a stronger recoil impulse

                the TP380 is only marginally larger than a full size handgun. you can easily have it slung under a jacket and be 100% discreet. you can also toss it in a fanny pack for reference of it's size. that's nothing to sneeze at for a PDW in the civilian sense of the term.

                Not only is M993 not realistic, there are no loads that will defeat armor out of a rifle with a short enough barrel to be concealed in a bag, let alone tucked into a fanny pack or under a jacket.                 I like to make a different argument for 9mm PCCs. 9mm is everywhere. Body armor is far less common. If something caused a breakdown and we entered a long term shtf with food raiders being common, most won't have body armor and 9mm out of a tiny rifle with an 8 ish inch barrel will wreck food raiders just fine. The same super common 9mm you can get for less in a barter than 223. You could use it for pistols, but you're going to have less hit potential with less velocity using up ammo which is a precious resource. Being already invested in a Scorpion or MP5 clone before shtf means you have something adequate to the task of deterring unprepared shit heads that takes the strain off of rifle ammo consumption, or acts as a fallback or pdw option to equip a friendly.

            experience. blowback is a shitty recoil system but its a lot cheaper to make than a locking recoil system and pistol calibers don't need lockup to safely cycle so that's why most PCCs are blowback

Of course lots of other factors enter into account, like the type of muzzle device, the weight of the gun, the type of action used (AR-9 are generally straight blowback, which mean more recoil than gas operated), and so on.
