I recall seeing a video of a bulletproof mask being tested on a skull with ballistics gel, and the result was in fact scarier than just accepting death at that point.
The brain damage, skull deformation, everything was fricked.
You'd actually want the padding to be fairly firm - anything bouncy would just get compressed by the force of the bullet without absorbing any worthwhile amount of energy and then it might as well not be there at all.
Of course the big downside of moving the mask forwards like that is that you have to make either make the eyeholes huge or say goodbye to anything sort of peripheral vision.
Yeah you'd want to adjust the bounciness to a level where it does absorb but not just give way for the mask to fly at your face. Would it redirect the energy more if you attached it to your helmet with a hinge? Like the bullet is coming straight at you, but the hinge is the connection point, so it "changes" the trajectory of the force being applied to your head? You'd intuitively feel the hinge would eat up some of the force here but it would probably be prone to breaking too.
Fiberglass armor is one of the oldest forms of "modern" (Post-WWI) armor.
There are companies that sell it to this day, like RMA Armament. It is shit-tier compared to better options, but it works.
Enough fiberglass will definitely stop a bullet.

Either way if some redneck with 50 bucks can turn Chinese garbage into functional level 2 (it stopped a few 10mm shots so im not sure what classification that is) armor i dont see why you cant make your own just fine. A shitload of kevlar or fiberglass layers seems to be the preferred method.
probably, always thought it'd be a neat idea to layer a bunch of stuff to make homemade armor, like making some modular vest with two layers of acryllic soaked cloth with a gap in the middle to fill with and replace ceramic tiles

Ballistic Gel skulls are moronic and absolutely do not simulate real heads, this has been proven many times over the years.
