Why bother with range and accuracy when "more dakka" has been the general strategy for the last 230 years. A semi auto, "accurate enough" dmr fits perfectly in Russian doctrine of self inflicted slaughterhouse firefights
by the 80s the writing was on the wall and the Russians knew that their military didn't need to be geared up for a march on Europe but instead the medium term future was going to be spent in the capitals of former Soviet states and breakaway ethnic republics inside Russia itself

I like the cartridge, same idea as the .510 Whisper, very quiet because it's subsonic and able to take advantage of .50 BMG bullets with crazy high BCs.

Sometimes, but mostly Russians truly are stupidly obedient. The US Army reports on them from WW2 and immediately after are good sources for this.

In context, buying in to golf cart and dirt bike assaults sort of makes sense. But boy is it bleak.
I think the real reason is that they are just smart enough to come up with valid unorthodox solutions to real problems where an actual smarter people would see the flaw and go for a more complex and effective but not as easily understood or executed solution.
