Storm shadow can be mission planned and programmed on the ground, so all that really needs to be done is to make sure that the weapon will clear the aircraft on release, possibly provide power and an activation signal to the weapon (may not even be necessary) and make sure the setup can withstand some maneuvers.
Because they do the same thing as the HARM, programme target coordinates on the ground, the only thing the aircraft needs to do is send a launch signal. HARM/SS are being used in their most basic modes
For HARM it's quite a disadvantage to not be able to integrate with avionics.
It doesn't really matter so much for Storm Shadow though because of how complicated the mission planning is.
It's not something you can really do, on the fly, from from the wienerpit anyway.
