Russian surplus has always been relatively cheap(gee i wonder why). The issue is that they make all the GWOT era gear expensive and made crye raise their prices from 150 per pants/shirt to 250 per pants/shirt. They are the reason for all the chink crye knock offs popping off.

Some items are pretty cheap. I bought some cryes for $90.
It all comes down to being a savvy shopper and not a blind consumer. I still go Venture, but have not Mike's Militaria.

When it comes to more availability, ebay is the right place. Venture surplus tends to be limited when it comes to surplus and you have to be there at the right time to be able to get an item that is new or perfect conditions.

Assuming it hasn't been washed with normal laundry detergent, which in the case of surplus all bets are automatically off, modern flecktarn shouldn't appear any brighter under NVGs than US/UK uniforms.
I'll say this again though: it doesn't actually matter to you. You think it does but it really doesn't. Odds are if somebody who can afford NVGs is hunting you they can afford thermals too.

It being washed with detergent doesn't do anything aside from coating it with optical brighteners, which can be washed off after a few washes with non optical brightener detergents. Aside from that, all military contracted clothes are NIR compliant, now for other country's military garments, you need to see if those countries even offer NIR compliant clothing. Like russian clothing for example, they aren't NIR compliant.
