2. The US have sometimes acted against Brazilian interests in several spheres, specially economic ones. But there are some US glowie covert actions against Brazil sometimes, like recently on the satellite launching program. Wikileaks is filled with US glowie actions against Brazilian interests.
2.1. This is not because the US is waging a secret, evil war against Brazil. It is simply because it goes against US foreign interests to have Brazil growing and distancing itself even further from its Latin American neighbors. Solid fuel is pretty much only used for weapons nowadays, it's cheap and easier to make but also means your vehicle is a big stick of dynamite, while a liquid fueled vehicle is more efficient and only gets it's fuel when it's expected to launch. That's my limited understanding of it.
