                I have no idea what you are talking about. There are no Chinese or Russian "bases" in Brazil. There are no US bases either. There will never be any foreign base on Brazilian soil, if not forcefully implemented. What happened is pretty simple:
                1. After the end of the Cold War, the US indeed lost interest in Latin America. There was a decrease in investments and diplomatic relations.
                2. The US have sometimes acted against Brazilian interests in several spheres, specially economic ones. But there are some US glowie covert actions against Brazil sometimes, like recently on the satellite launching program. Wikileaks is filled with US glowie actions against Brazilian interests.
                2.1. This is not because the US is waging a secret, evil war against Brazil. It is simply because it goes against US foreign interests to have Brazil growing and distancing itself even further from its Latin American neighbors. This will potentially upset the balance that the US DoS wants to maintain in the region, so it throwns a wrench in Brazilian gears sometimes. This is known.
                3. Meanwhile, China has become Brazil´s main trading partner, with the US taking an ever distancing second place. That does not mean Brazilian Armed Forces see the US as an enemy. Quite the contrary, actually.

                The restriction on launch vehicles with american technology is about arms control and preventing brazil (an unreliable partner) from leaking tech to the chinese. In 2019 we signed a deal with the US to allow it under certain conditions, like giving them access to the base during sensitive launches.

                Nope,the main problem with the VLS were the fuel sealant, it's a similar care to what happened with the Challenger actually.

                Also one has to be a special kind of moron to not see that a south american country having an advanced rocket capabilities is something that's a big nono for the US govt.

                Same goes for the entire nuclear program, the Navy and INB had to start from scratch because not only nobody was willing to help, they kept sending IAEA several times(a lot more than other countries) just to see if we weren't making nukes.
                There's even a story of how in one of these "inspections", the technicians didn't wanted to revel their new centrifuge, so they took the old German one they bought in the 50's, refurbished and put in the place of the new one.

                Idk if that's story is true or not, but it's fricking funny.
