yes and it's only adding to his workload. he should be focused on things and ground level, not fussing around with a drone on top of everything else he has to do. a separate vehicle for drones or adding a drone op to the tank itself seems more sensible

Combined arms needs the rest of its components to work eg tanks support infantry; infantry wouldve screened out the guys with at4s by either shooting them or fixing them (for the tanks to shoot). Ideally you would want some sort of organic shorad to help counter drones, in conjunction with organic artillery, but eh cant ask anything from the russians
To be honest, any combined arms that doesn't include drones and air support is just asking to be merked at heavy weapons range. Your carbine going pop pop pop ain't gonna keep no shitheads down.
