          This led to the deliberate double entendre of saying they were "hoisted by their own petard." The pun specifically evoking imagery were they farted so hard they were explosively blown up into the air.

Russia got away with it because the money was laundered through multiple third parties, which makes tracking it very difficult so the CIA downgraded it to "low-medium confidence".     One good pistol marksman on the balcony could pop them all with an accurate target pistol and they'd never notice, wouldn't hear it over their own shots and zipping rounds would just sound like their guys behind them shooting past.
    Even if they saw one of them go down, they'd never know where the shot came from and would waste another 20 seconds before they started looking at balconies...and then you have concrete and an elevated position so they're probably still not hitting you.
