Most ships that weren't ww2 battleships or carriers didn't have torpedo defenses. That's including the majority of cruisers. As built ww1 ships had no defense against the torpedoes of their time.

This drone boat is the size of half a kayak, the payload is about 1/10th of a torpedo.
For now they are meant to be cheap AF. Plus Ukraine doesn't really have domestic torpedoes, especially modern that explode under keel, while anything that can make boats can probably make this thing (assuming of course it was domestic)
