      The President doesn't need approval to defend the US and its military, he just needs to inform Congress. After that, he has 60 days of basically free reign until Congress either approves it to continue, or shuts it down.
      The War Powers Act was simply to stop the president from entering LONG wars on his own, like Nixon in Vietnam and Cambodia.

      Even if the Houthies hadn't admitted to directly attacking the US Navy, Biden would still have the authority to order strikes in Yemen in order to protect the shipping routes of the US and her allies.
