In my opinion the weapon system doesn't have to be hard mounted, but there does need to be some kind of modification to the vehicle itself in order to count as a technical. Otherwise things devolve to the point where a Camry with the windows rolled down for use in a drive by is a technical.

Where it gets tricky is a military old fashioned truck with such guns then ersatz'd onto it.
Ultimately though that's technical details. In the field you see any kind of automobile with a gun and it's not a humvee or mrap and you go "That's a technical".
