That's not what the quote says. You can infer cultural trends of the times from experiencing art, which isn't limited to paintings. Music is often rather telling of the times and places it was written in.
Well art does mirror the soul, or rather anything you create is necessarily filtered through your understanding of the world so it's probably possible to reverse engineer some what a person thinks or feels by looking at what they create.
But I always say that you have to be careful with this kind of analysis since it only gives a very limited insight into a person's mind.
If I had a really rough weak and wrote an extremely depressing poem as an outlet for my frustration, it'd be easy to read that and assume that I am a sad person who has never felt a glimpse of happiness, when in reality that's just a tiny part of who I am.
