US and Soviet fighters were pretty well matched back then but once the F15 entered it was over for the Soviets and they never came up with a capable counter to it. Russian Federation produced nothing of quality

They have a contract with Boeing to replace the Mi-24 with AH-64. Now need another contract from Boeing for the F-15EX to replace Su-22.

When the Mig-29 entered service, the F-16 only had short range IR missiles and the F-15 had no chaff or flare
while the fulcrum posed a new threat which had to be adapted to it certainly wasnt better then f-15 or f-14 my point still stands
