Every piece of western equipment sent has a western trained crew. The infantry operating out of western IFVs will have gone through western schools. All minor Nations are training in their respective fields of excellence.
This is all happening while NATO is increasing its own capabilities.

The quality of the facilities would vary nation to nation as would the quality of soldiers produced. The UK is probably the best nation to train them in with the facilities they have.
Saying that the British facilities in Germany are also very good but I don't think they could be spared as many countries cue up to use them.
