The Russian policy seems to be to sell off land cheaply to Central Asians - with or without some defective commieblock housing. So yes, East Europe will be grimmer but also much more diverse.
There won't be a post war rebuilding program for any city of which capture wasn't a propaganda victory. Russia simply won't be willing to take away resources from mending all the post war issues that the core country will suffer from.
They will want to show the world how much better life is now that the Russian Mir has arrived, so places like Mariupol and Bakhmut will be turned into Potemkin villages, but that's about it. The rest of the regions will simply be drained from all that is left.
