That’s why they NEVER deploy the PLA; they are fully aware that it’s not functional as a real combat force and they fear an optics / PR disaster if the world finds that out. PLA doesn’t even do real training there’s no way it’s going into battle. Mao’s PLA is long gone.

That was the original plan, pre-2022 when they were naive enough to think the world would do nothing and just let them take it. Now that Ukraine is a thing they know they won't just get away with it.
But the thing is, navies are not like armies. Navies take a long time to build up and you can't just stop building boats. Even back when America was founded and didn't believe in having a standing peacetime army because they thought it stood in the way of long-term liberty, they realized you need a navy regardless because navies take so long to build that if you start at the war's beginning then the war might be over before you have time to finish it.
I mean it has another purpose, its basically there to keep their own people in line.
