That’s not a terrible idea actually. Ukraine’s primary naval opponent is one of the largest Navies on earth, specifically the black sea fleet. So having a large surface combatant wouldn’t be a bad idea. If her bones are good, she could make a very interesting modernized cruiser. Rip out the old shipwreck launchers and install even more tubes or VLS for Neptunes.
Outside of that, they should probably turn to Germany and buy some of the Corvettes the Israelis use then give them their own Ukrainian spin, and some diesel electric subs. Could only imagine how much damage they would’ve done if they had a few submarines in service at start of the invasion. They will probably have an entire naval arm dedicated to just drone boat warfare.
Postwar, I can easily see them being a major developer and exporter of naval drones, considering they have more experience than everyone else on earth combined.

Seriously, naval suicide drones have maybe 1.5 ship kills to their name at best, throughout this entire conflict. You're better off just sending a Storm Shadow
Why bother? The black sea is a horrible place to try and keep a navy safe in the age of long-range missiles and drones. Russia's main goal at this point is probably just avoiding more of the damn things getting sunk.

Actual Ukrainian manned watercraft needs to be stealth littoral, able to launch equally stealth extended air-time drones to gather intel, and then able to launch much heavier suicide drones.
To protect their merchant navy they literally need the eyes and muscle provided by both USA and Europe.
I would invest in autonomous submarines that can at least cover all of the Black Sea. Surface Autonomous Boats would be a good combo. Overwhelm the enemy with good intelligence and cheap massed attacks.
Ukraine doesn't need a navy, it just needs amphibious APCs. I propose a new variant of the M113 that I will take the liberty of calling an "AquaGavin" - capable of withstanding pressures of up to 1.1 kbar and transporting a whole squad of infantry as well as firing off AGM-158C LRASM anti-ship missiles, the very notion of an IFV will be made obsolete.
One functioning aircraft carrier solely to add on to the past two years of Russian humiliation.
And then a bunch of ships that actually make sense for them to have, whatever those would be (I don't know anything about navies).
minesweepers and corvettes (mix between air defense and submarine hunters) to keep the sea lines of communication open and diesel-electric submarines and minelayers to deny the sea to Russia.
