Do you know what it takes for fuel to explode? Fuel burns, that's it. If you want it to explode, you have to oxidize it. One way is add an oxidizer like ______ nitrate. Another is to give the fuel enough oxygen to get a complete reaction from the amount of fuel used. About 14 parts air to 1 part fuel. That's why we compress air in all engines to make them work. Open atmosphere doesn't provide enough oxygen quickly enough to cause anything more than a burn on the surface layer of the fuel (which is actually just vaporized fuel above the liquid).
