Would sound diffusers still do the work if they where hollow? For example made from capped tubing or 3d printed shells?

Honestly, it is worth giving a try, because they are based on shape rather than materials, be sure to get the correct shape though, it seems they are sensitive to that, and you can't really argue against physics

Should be fine. A sound diffuser works using the shape and orientation of the surface(s) to reflect sound waves in a specific manner. Density and thickness only comes into play if you're trying to dampen or absorb sound rather than diffuse it.

I assume it would work better with random angles instead of perfect cubes. also random sizes.

I don't know what OP means by sound diffuser, but pic related is cool and weird at the same time. Even outdoors there is always some echo, but in a good anechoic chamber it's just fricking strange when you talk and your brain is used to at least a tiny bit of reflection.

Speaking of dampening sound, let's say you want max sound dampening, would a room within a room be the best bet? and just like putting the irregular insulation around the inner shell like this

I will be better without the inner wall.
For example if the inner wall was a thin sheet of fabric.

Well diffusers are normally made from wood entirely.
