if that's inside the glass unit of the window, you're fricked. kinda looks like it to me, but hard to tell from this pic. need a more aggressive angle on it to know for sure. but if you have a condensation problem, chances are good that the seal is compromised and that glass unit needs to be replaced.

My windshield seems to have some kind of build-up that I want to scrub off, but obviously not if it's going to damage the glass.
What about baking soda? I use it to great effect on my glass cooktop.
Looks like someone splashed KOH (potassium hydroxide) on teh window. That happened to me when I got someone to paint the house, they used KOH to prepare the wlls.
This etches glass, you will have to use glass polish and grind it down.
Try scrubbing it with rubbing alcohol.
hard water spots, try scraping with a razor blade, or scrub it with some polisher like bar keepers friend with a sponge or rag
try anti calcaire products , if not work , use light sand paper with water

Might want to test that first. Sandpaper (aluminum oxide) is harder than and will scratch glass.

scotchbrite has abrasive grit embedded in the strands of plastic. it scratches the hell out of glass.
bronze wool was amazing stuff, but there was only one factory and it shut down a couple years back. a tragic loss for window cleaning.
