Here's a bit of a lesson in EU funding/spending, since you clearly know frick all about this.
Each country can use EU funds for development. Poland has been very very efficient in doing so. Look at Romania as a comparison. That is a very corrupt country, which tried to use EU funds to line the pockets of some local high-ranking governmental folk. It didn't work. EU does not frick around usually with funds going out, they have strict limits, guidelines and checks in regards to the money spent. That's why Romania is now notoriously bad at absorbing EU funds, despite being very much a country that needs development funds.
Poland did they homework and are doing things by the book. That's why they are good at absorbing money.
