There was a point that the Soviets were pretty far ahead in computer hardware tech. It was the Kiev group. Then the Moscow group pulled some strings, stole all of the budget and they never progressed much more.
They had to start stealing western tech just to be 20 years behind after that.

they went all in on generic chips that could be locally optimised for its intended purpose, shit like Arduino would be right up their alley

when they could no longer leverage on WW2 tech they were unable to keep up; in particular, they found it very difficult to make the jump to microelectronics

they introduced fin-stabilized sub-caliber rounds before the US did
first NATO APFSDS round was the M735 all the way in 1978, and this was still fired from a rifled gun
soviets had theirs since the mid-60s with the 115mm smoothbore
US didnt surpass the USSR in this field until they improved the israeli M111, itself an improved M735, to get monolithic tungsten rounds in the 80s
soviets did also get their first monolithic rounds but were very sparse and not widely issued, finally giving NATO the advantage

Like Mao said, all political power comes from the barrel of a gun. The Soviets knew that if they didn't have good weapons that the USSR would not be communist for long, so that is why their weapons are so simple yet effective.
Obviously it had to be because those programs were the hardest to steal from or steal much from.
Soviets had very good tube based electronics but they never actually figured out microchips and digital electronics. Most if not all soviet microchips were stolen western designs, and because of how the soviet economy worked there was little consumer demand for computers and thus little investment in the sector.
