If you are going to build a shell on top of the tank anyway, which makes the turret useless. You may as well build no turret at all.
The design will be simpler, thus cheaper, make the tank stronger and able to put a bigger gun on it.
Also no gaps that can trap incoming fire from other tanks.

You could save weight or invest in more armor with a casemate set up. Also Casemates are more protected than a turret.

Russia is not developing new vehicles, they're just occasionally slapping shit onto progressively older vehicles

No, the reason why this war looks the way it does is because both sides started with terribly under-equipped and maintained militaries, and for the most part they still are, the only difference is Russian command didn't realize it. For starters, a modern war would be dominated by who can achieve air power, it simply gives you too much advantage to be ignored.

Back in the 30's and 40's, tank designers had to choose between speed, armament, and armor. Speed + armament = fast tank destroyer; armor + armament = heavy tank destroyer, etc.
But in the 1950's we had engines powerful enough to bear the weight of all three. So the main battle tank was born and medium tanks could reliably duel one another.
Because Russia isn't new-building these turtle tank abominations, they're mostly barely functional Soviet stock. Cutting the hull roof and adding a casemate sounds like effort and cost that aren't going towards Colonel Kleptovsky's yacht.
What if russia got a few T-55, transformed it into a casemate with the 203mm cannon from the 2S7 Pion.

Because better technologies for killing tanks exist than a bigger gun. The only reason TDs ever existed was because the best solution for a dedicated anti-tank vehicle was one that could mount an upsized cannon, and it was already starting to become obsolescent as shaped charge warheads were figured out. Bradleys killed more Iraqi tanks in Desert Storm than Abrams because they were packing TOWs. IIRC Abrams were pretty low on the ladder for armored vehicle kills because aircraft were destroying so many ahead of them.
