1) Ballistic knife technology doesn't really work worth a frick. It's pretty much a meme.
2) Bayonet is reusable. Ballistic bayonet gives you one shot (which probably won't even incapacitate let alone kill your opponent) then you're without a weapon, while he still has his.
A ballistic knife is never better than a bullet. You do realize that ballistic knives were toys sold to gullible idiots out of the back of magazines, right? A throwing knife is a far superior weapon and even that is terrible compared to a bullet.

Just use an over/under configuration. One bayonet is fixed, the other is ballistic
For what purpose? You'd be better off carrying more rifle ammo in place of the bulk/weight of the secondary ballistic bayonet.

You can reload a ballistic knife over and over. They could even a tether and a little reel to make it quicker to retrieve.

A lot of people don't even use bayonet technology for bayonets any more. Pokey stick mode isn't seen as a military priority.
