This does not mean that people are having kids at 14, it means that infant mortality is through the fricking roof and a high proportion of the population are children. Kids are valuable in a subsistence economy despite the huge investment of resources.
Step one: A significant chunk of your population dies by the age of 5
Step two: A majority of the population dies before the age of 40
Step 3: Women have slightly longer lifespans and start having children early. If you're spacing them out every 3 years, by the time kid #6 arrives, Mom may well be a grandmother once or twice over.
Step 4: A crapton of surviving children balance out the chunk of the population that make it over 25.
It's the kind of population bulge you see in subsistence economies with terrible health care all over the world.

There's urban Christian Africa, and rural Islamic Africa. Walking into Islamic Africa is asking to create their own version of Iraq (endless insurgency for no gain) so they just ignore it.
Probably by design. Nigeria is a British invention. It made them prosperous but they are divided into groups that wouldn't have ever been countrymen otherwise. There are three main ethnic groups and their whole politics and economy rely on the peaceful negotiation of power between the three tribes as well as keeping the minorities happy. They have a good amount of decentralization and a gentleman's agreement to share power and take turns. It works well, but people are expected to stay on their side of the fence. A strong military force could upset the balance if it did the bidding of one tribe.
