Securing key settlements to disrupt Russian forces, logistics and exhausting command operations and focus and then exploit the gaps opened up by the disruption. That's my guess anyway, there are numerous reasons as to why the Ukrainians haven't fully committed.

Murz has been saying for a while that Ukraine doesn't seek to gain more territory for the time being, but instead is forcing Russia to spread its forces very thinly over the entire front, including in Belgorod. This push in the south might be a part of that strategy.

if there's a big hole in the front, you divert as much as you can spare to that big hole, otherwise you have it all on reserve in case russia somehow mounts a counter-counteroffensive

Maybe the real counter-offensive will be all the probing attacks that happened while Russia was holding back their reserves waiting for the counter-offensive.
Kind of like a tank-flotilla-in-being, so long as those tanks exist, Russia can't afford to commit serious armour to defend anywhere locally and has to accept being nibbled to death by ducks until its too late.
They're just trying to maximize their advantage. Either by finding a weak section of the front to commit to, or to stream everything in if the probes actually break behind enemy lines to force a rout. Something like that

Remember about kherson where they started counter offensive, lost few vehicles, gained like very little land and whole operation lasted for like 2 months and sudenly goodwill gesture from russian despite ukr army wasnt even close to kherson. With suplly of weapons that can reach crimea, destroy train hubs, comand center and ammo i wuldnt be suprised if they just put more pressure to engage russian reserves, drain russian ammo and after summer they finally attack will all they had to finish exhausted russian forces

this isn't an RTS, you don't just select your whole army and send the blob against your enemy.
You only commit forces where they're needed
