Adding liquid to it in order to make it sprayable. As a powder it is already very easy to distribute, and much more effective at absorbing and binding to the Capsaicin in the pepper spray. Making it sprayable would be making it less effective and more complex at the same time.

It would be less than ideal for sure, but a lot more effective than a spray.

Nothing helps FAST. And milk only helps, doesn't stop the effects 100%. Unless something could equalize the effect of pepper spray in like 2-3 seconds, then it's useless.

Milk doesn't help with pepper spray, other than inducing tears and waiting for it to be over there isn't a "cure" for pepper spray that isn't basically an old wives tale.
Even if it did, spraying it wouldn't do you any good, you'd need to flush your eyes with milk.

No need, once you get sprayed enough your eyes building up an immunity. I’d recommend starting off small by putting soap in your eyes, then working up to pepper spray.

There literally is an anti pepper spray, I think Sabre makes it. Don't get some off brand because it's probably bullshit. I've heard from 2 cops that it's the only thing that actually works. I've been sprayed and baby soap, milk, dish soap, all that shit doesn't fricking work.

Milk really doesn’t do much to neutralize the spray. What you want is baby soap and water. Good sprays are oil based and won’t get off your skin without soap
Capsaicin is fat-soluble, so all pepper sprays are oil based.

When I got hit with bear spray a couple years ago, the paramedics had me tilt my head back, pour water on my face, then Johnsons baby shampoo pictured. Lathered, rinse repeat numerous times. As counter-intuitive as it seems, they instructed me to open my eyes when I had the soap lathered up. It actually felt good and was a helluva relief. These litle bottles are the ones the paramedics gave me.
When they first attended they asked if I self-treated in any way. I replied in the negative and asked why. They said people seemed to think milk was the answer when it actually doesn't do a thing.
