Between the late 2000s and 2021, Ukraine probably sold more hardware to Iran than Russia did, who had an embargo against Iran with the exception of 2016 during the brief Iran nuclear deal. Russia was never Iran's ally. The USSR armed Saddam and commie insurgents against Iran. Iran never voted in favor of Russia regarding the Ukraine invasion in the UN, they abstained; and two former presidents Ahmadinejad and Khatami had openly endorsed Ukraine against Russia's invasion.
The current war has ruined relations tremendously, nevertheless, Ukraine still has it's military attache posted in Iran which implies there hasn't been a total breakdown. But I've read that Ukraine will pass a sanctions bills barring trade and cooperation with Iran that, in theory, should last 50 years; I bet it lasts maybe 20 years at most.
Russia got money for it. It's no different than if they sold it India or some other country in the developing world.
Also, the Israeli IAI Harop and Harpy kamikaze drones are just as loud, if not louder. The reason these types of drones are loud is because they fly close to the ground, which also helps minimize radar detection.
Dirka-drones can be taken down by a dude with a rifle. They're basically worthless as anything except noise on a radar screen for your real missiles, and they're not even very good at that.
They're flown in droves knowing well that a lot of them would be taken down. If they were shit Russia wouldn't be using them. If you're saying they're desperate for weapons and will take anything, they would have gotten other missiles but despite reports we still haven't seen Russia use any Iranian ballistic missiles.

Any additional sanctions from Europe are largely symbolic. The sanctions from America, which include secondary sanctions, effectively freeze out any westerner from doing business with them. Iran has nothing left to lose, and they see this as part of a broader shift to a "west vs. the rest" situation with the rise of China. Nothing will deter them.
Russia is one of the few countries Iran can trade with, so if they are buying why not sell. The west already hates Iran, selling arms isn't going to really change it.
