What's stopping me from putting together a wooden box with a reservoir in it, a couple of atomisers lets say 10 or something in it, wire it up and put a ledstrip next to it and some decoration rocks.
Could it be done for less than $50? I think so right

Cool idea, I'd say your not going to get much of a humidity increase overall. But this is massively dependant on the size of the space your fake fire is in and what HVACR shit you got going on in that room at the current time.

What's the point of the water vapor? Is there a functional purpose for it or is it just for some interesting visual effect? Because pumping humidity into the air doesn't seem like something you'd want to do unless you needed to rectify an abnormally low interior humidity.
Damp
The water is not strictly a vapour like steam, it’s an atomised mist. Some of it will go into the air but since it’s all cold most of it will just fall down into the device, think grass sprinkler but with tiny holes.
It will not make your house significantly more humid, these normally use less water than you breathe out in a day
