They're trying to defeat Russian MiG31s by starving them for parts and letting the Russians wear them out. Relatively early on aircraft grade tires were an actual problem for Russians to get enough of. I don't know it that's still the case. Maybe the Iranians can teach them how to maintenance jihad or whatever they called it.

The big thing here is the SU-24s IMO. Ukraine does not have many and it's the only thing that is throwing Storm Shadow/SCALP even when F-16s arrive. A majority of their SU-24 fleet was non flyable. Makes me wonder if they'll be able to bring some airframes back online if they need to.
At 20k a pop the real question is why wouldnt the US buy them. Just for shits and giggles.
Anon, the construction company I work for buys a handheld tool whose only purpose is cutting pieces of strut for 3.5k each. 20k is pissed away by government employees on accident by two guys named Jim on a Tuesday afternoon and nobody cares.
Also, compare that ridiculous sum to what anti-air missiles / harm caused by Russian planes cost. If that purchase denies even one plane from getting repaired by the Russians by removing spare parts (because that’s likely what the Kazakh planes are good for, cannibalizing parts) from Russian-available market, it’s a good deal.

I can't see a reason you can't use old jet parts to make loyal wingman drones.
Particularly if you're trying to support a country that is already trying to do that, and has access to old Soviet craft in quantity to do so.

The planes were so cheap because it isn't worth the cost to revive them.
The same thing was said about the North Macedonian Su-25 fleet (of two airframes). Sent to Ukraine after sitting in the open for 20 years, potentially for spare parts.
Recently spotted in active service again.
