Dirlewanger on account that most the "prisoners" recruited were from Strafbataillons or Stalags. They were active duty servicemen who had already adapted to the rigors of military life. Wagner on the other hand literally recruits out of Russia's CIVILIAN prison system, many of them have no prior military experience of any kind.

Say what you will about Dirlewanger but the man earned two iron crosses in WW1. That alone puts him above the hot dog salesman.
Interesting bit of Dirlewanger Brigade history - during the late stages of the war as they were seriously running low on manpower, the decision was made to mass induct political prisoners from concentration camps, mostly German KPD and SPD party members. The shaky ideological justification used was that by sticking with their principles when it meant prison or death, these German socialists had shown a spark of "Aryan" character and strength that people who opposed the Nazis but faked obedience did not.
They took in hundreds of them and bafflingly Dirlewanger kept them grouped together in 100% political prisoner subunits rather than scattered across the Brigade, so when the Brigade was tasked with defending a section of a German military salient's flank near Budapest, a company of Dirlewanger reds defected en masse to the Red Army and blew the Brigade's defenses open, causing them to be routed and accelerating the destruction of the salient.
Direlwanger then descended into apoplectic full blown alcoholic raging cope mode. He asked for more criminals to pad out the ranks...and received hundreds more political prisoners. The defections, desertions and deaths got so bad that by wars end there were only 50 people left in the Brigade.
Interestingly the USSR ended up treating the Dirlewanger Brigade commies well and inducted a ton into the NKVD, and used them as the founding wave of recruits for the Stasi and other secret police units in occupied eastern Europe.
If you're a dedicated enough of a commie to land in a Nazi concentration camp and then join the Waffen-SS with the express intent of deserting, I suppose that is worth certain considerations.
Same could be said of Wagner. Most of their "experience" in Syria and Mali has consisted of massacring civilians and racketeering local refineries.

The only thing the Dirlewagner Brigade was good at was massacring unarmed civilians. They got their asses kicked whenever their enemies were capable of fighting back.

memes aside the dirlewanger brigade might be one of the most counterproductive units ever fielded in the history of modern warfare.
Pretty sure Dirlewangers lost every battle they were forced in, at least VVagner has some serious combat VV's in their record.
