Because lots of people have weed in a close enough proximity to them that they can be charged with a crime, so if the government/law enforcement suspects you of something they can't prove or just hates you in particular it's an easy way to get around evidence requirements. Similar to how mob members used to get picked up for tax fraud rather than murder.
