Even in ww1, when melee weapons where far more relevant due to worse guns for close combat, we also only saw shovels and knives, plus the occasional crude club. There just wasn't the need to invest in anything better.
To be fair, the trench shovel is also a pretty good melee weapon, when sharpened it's almost like a battle axe, but unlike an axe it can also slash or stab with the tip.

To get in a situation where you'd need an edged weapon you'd have to survive your stupidity which got you there in the first place.
If you haven't noticed, edged weapons' relevance was steadily going down from west to east since WWI.
