Pop the light down and grab a flashlight and look around.
Maybe from condemn station? Is that a cold spot with a hole in insulation?
Considering there's spatter on the light itself, I'd say someone was sloppy with a drink and managed to get some on the ceiling. You got kids? Wipe it off with a damp rag, if it comes off easy and doesn't come back you're good. If it does come back, b***h at the landlord.

Pretty much this. Looks like a surface stain, the schmutz on the light trim looks confirms it. However, this is PrepHole. You're gunna want to cut that out and investigate, OP. Patching sheetrock seamlessly is super easy, especially on a ceiling
