the military top brass likely decided they need to redouble their efforts towards maintaining personnel and equipment readiness after watching Russia frick up a war they realistically should have won already largely because their military wasn't ready for it
any sensible government is going to ramp up training and readiness drills as global security conditions worsen, especially so because the Russian invasion of Ukraine is explicitly an attempt to undermine the status quo of international relations where violent conquest of territory is deemed unacceptable

are there usually American military in Canadian cities? I can't remember that happening before other than pilots training up north for low flying stuff.
i don't know it's normal in montreal but it's really common for reserves to train between the 2 countries. also CFB petawawa is really busy today because of the chinook crash but i doubt that'd impact montreal
