Anon, South Korea already had a sizable military in the 60s and 70s. They were left out of SEATO because North Korea and China and the USSR was going to take issue about it. The same reason South Vietnam was not included in SEATO DESPITE being SEAsian. To limit conflict therefore both sides in Asia agreed with not building rival alliance blocs a la NATO vs. WARSAW pact.
Taiwan is gonna get blocked in this hypothetical SEATO alliance thanks to the One China Policy alone.

Japs are ramping up their military and investing into stealth fighters. As of now they can't do offense but they are probably the best in the world at defense.

Lol not really. They do joint exercises with eachother all the time, and both host US forces. A defensive alliance against the Chinks SPECIFICALLY is one thing they’ll cooperate on 100%
