What the fuck is this little pipe?

What the frick is this little pipe? My finished basement is getting a huge puddle in this area every time it rains and I've eliminated everything else as a possible cause. It has to be this little shit, but I have no idea what it is and how to fix the issue. I'm hoping to God there isn't shit inside of it because it's been seeping through the fricking baseboards.

          It's about 1/2 inch. I plugged it with a 1/2 inch plug and some plumber's tape until it fit snug.

    not sure.
    measure depth before blockage/turn.
    a metal rod will carry vibration can use it to listen to debris stick it down the hole and rotate mohs hardness scale should tell you the different materials plastic will be softer and less jarring something harder will cause it to skip makes abrupt sounds. similar to a vinyl record. human waste will be soft sand dirt will be loud and plastic will be smooth, unfortunatly to get a resonace frequency to test uniformity of material can crack the pipe to be adudible requires decent force and a wide listening flange.
    car mechanic buddy had an old metal funnel he welded a rod to for locating unique sounds in the engine bay.

        If it is an overflow of something that thing will now overflow elsewhere. It could also be a vent that allows air into or out of some pipe/reservoir that would not flow/fill/empty without it. In that case a one way valve would be the right option but there would also be a problem down the line (rainwater not draining fast enough) causing it to overflow during heavy rains.

          Do you have any ideas what this pipe might be? It's 1/2 inch. Our water heater is situated on a platform above this area and a water softener system is underneath it. Our theory is currently that this used to be a supply pipe for the water heater that is taking on groundwater somehow, causing it to overflow during heavy rains.

            If the pipe was cracked and leaking underground that’s a good reason for them to abandon it. If so, then you basically have an entrance point underground to a hole in your basement.

            The solution is to re-do your entire house so that water drains away from your basement instead of creating a groundwater pressure on your home.

            Or plug the pipe and sell the house. Tell them it has a finished basement.

              Thanks for the help, anon. The house sits on a slope downhill from my neighbor so I'm assuming a ton of the water ends up below my house. Hopefully I can mitigate the issue with some swales or other water rerouting methods. I'm not too worried about groundwater pressure as it's a relatively small amount of water getting in (it isn't FLOODING, just pooling around the pipe, and it is nearly impossible to see it leak out since there seems to be very little pressure)

                I'm going to assume quite a bit of your neighbor's water, uphill, is coming off his roof. How is he managing that? Just dumping it on the ground?

                A swale would be more appropriate if you have a substantial amount of land. If you're in an urban area, it would be a french drain. And in that case, I wondered if he's diverting his runoff enough so it's not piling up against your house.

                Awesome, thanks. My neighbor isn't doing anything with their water, but they are quite a ways away from me. Between us, they have a decently-sized fenced-in area for a single cow. I'm assuming there isn't much I can do to improve things there. I'm torn between a swale or a french drain, either seems like it could work but I might opt for the french drain since the area between my home and the fenced-in area isn't very long. Then again, my driveway is fairly steep (running perpendicular to the fenceline between our homes and thus the slope) so it could be a great way to reroute the water out of the way down the side of the driveway.

                Yo just chisel out the concrete around the lip of the tube then you need to pvc weld another length of pipe using a connector and maybe if you get it up 36” you’ll be good but what would be best is finding another vent tube nearby and putting in a 45 and connecting it to that. You shouldn’t have any open pipes in your house

                Kek. That’s a vent tube that’s supposed to go up and out of your roof. Someone hacked the pipe off for some reason now it’s just venting into your basement lololol. Whatever fixture it’s venting is just pissing water out of that pipe

                But all that said, is it next to your water heater? It might be a drain. Find the other end on the exterior of your house then clean it out

    It's just a cum hole. Back in the day boomers used to let their adult sons live in the basement but they would always clog up the pipes in the shower with semen. So it became popular to drill a direct hole for semen that could be cleaned easier and didn't clog as often.
