It's just an AA platform that has no use since the enemy basically isn't fielding much Air, so they took off the AA missiles and rigged up some rockets that can hit ground targets. USA/etc would probably do the same thing but maybe with an official modification and not just heli pods.
We've seen Ukraine field this exact modification 5-6 days ago. It seemed like desperate kitbashing then, but perhaps they're actually "mass-producing" these because they've judged both the pods and the vehicles to be worthless on their own.

When the flags came down in 1991 and the Russian Federation was born the people with information and power generally stole everything of value, liquidated it, and stashed the money overseas in Swiss bank accounts and their new luxury villas. What money there is in Russia today is mostly dug out of the ground - which is terrible for the population because mines and oil/gas sites can either be leased to foreign companies who won't employ more than a handful of locals, or because they'll run with starving and illiterate peasants and a few (foreign trained) overseers. For Russia to become even a moderately wealthy nation would take decades of investment that the international community has no reason to provide, and that their own political elite don't care about (because they already live lives that would shame the old Tsar, and their children are all educated and working in other countries anyway).
You know what else is nuclear capable? Iskander, and Kalibr, and Tochka, and Malka, and Kh-22, and every other large caliber missile or rocket Russia has hit Ukraine with in the last five months. Conventional Scuds aren't an escalation. You'll probably see Luna-M before actual Scuds though.
