That's not a skull, OP, it's a mask. And it seems there's still a person in it.
Maxilla, mandible, nasal bones, and partially zygomatic bones make me think it's a stylized depiction of a human skull, fairly popular among the moronic sections of the left wing, though the lack of defined sutures makes it look more like what a 5th-grader would be into, like pirate themed toys, so I'm rather guessing right.
The fact that he holds some animal bones, as if to show them off, while still needing to be in the shot, something only the female of his species does, indicates quite low testosterone and self-esteem levels. Furthermore, the filename is indicative of photos taken with a mobile phone. Did you take the picture or did he take it himself? The latter would show his surface-level technological knowledge. I'm guessing this pathetic level of need for recognition is what drove him to take a photo of his possessions while his missing self-esteem had him still hiding his identity in the most basic, attention-seeking way.
If we now take a look at how short his fingernails are, we can see that he's quite obsessive about what he can notice. He must be living a lifestyle of reduced outside stimulus, possibly at home, while the length of his hair shows he is less interested in how others of his species perceive him, indicating a socially reclusive life, congruent with a political position that would attract people exhibiting the traits I listed above, underlining my previous statements concerning the mask.
That's all I can conclude from your picture about the skull mask. Better put him where you found him, mask included. He might get stressed out otherwise. Next time don't pick up random stuff just because it looks cool, you might catch some disease. Look, the guy in the mask even had a skull in his hand.
