Think that civil defense liberty ammo can do it. The 10mm 60gr shoots at 2400 fps out of a 5” or 6” barrel.
Get czech surplus 9mm it's iron core and zips through level 3a.

And thats before you start getting into anything spicy. Stick a section low iron content nickel welding rod (for welding cast iron) in a plastic sabot with a copper disc superglued to the bottom to take the pressure and load it hot and you'll probably have a 50ish gr projectile with the capability to punch 3A even at steep angles. Or cast zamak27 alloy spire point "fmj" projectiles, drill them out like the old THV design and fill the entire case and part of the hollow base with powder to hit 24-2500fps in an alloy harder (slightly) than brass.

Lehigh Xtreme Defense or Liberty Civil Defense will blow through lvl 3a even in .380 ACP.
