If your France or Spain you have to concentrate on your land forces because your next door to other great powers that can just walk into your country so a powerful navy is either a luxury or the product of a temporary hegemony won on the field of battle.
The British can just concentrate on their navy and because a navy is complex, expensive and highly industrious entity its harder to build a competitive navy and divert enough resources towards it without affecting your economy and land forces. It also a a very time consuming job so as soon as the British find out what your doing they start building as well meaning you are forced in to a crippling escalation against county that doesn't also have to keep you the same level ground forces as you do and well as a navy. This is what effectively happened to the Germans in WW1, they basically ran out of resources in 1913 to continue their building program unless they sacrificed major components of their land forces.
Strategic depth is a hell of a drug.....
