At that point there’s an entire generation, even 2, of bad blood, to the point where mending relationships and trust is all but entirely impossible. and if the Somali government hasn’t been able to, and still can’t, control it, I think it’s probably time to save lives, and maybe the country in general, and jus secede the breakaway areas to Somaliland.

Something like the "United States of Africa" would unite a divided Africa. That is an answer to the imperial carving up of Africa in centuries past. Because that is the deeper root issue of this conflict. There are a good number of Somalians here in the USA as well. Just working jobs and living normal American life.

I dont know that much about Somalia, but if I was the central Somali government, my first priority would be making a truce with somaliland and puntland (temporary). Then, with international support I would attempt to take out the Islamist strongholds, and decapitate their leadership structure, while being modest with the civilian population. If I were able to do that, and bring stability to the central government, I would try to reunite the country diplomatically with the other two state-lets, hopefully reaching some sort of compromise or power sharing agreement. If this were impossible, I would simply build up my strength, encourage the two break away regions to fight each other, then go after them in turn while they are distracted or occupied.
I would try to garner international (western) support, and would then try to economically develop the country to a reasonable standard, while keeping the political apparatus stable (making a parliment, or having a capable heir, or whatever it would take to stabilize things)
Nothing because every competitor prefers war to peace. Join a powerful side and choose wisely.
